Pre-1990 Drug Networks Being Restored Under New Coalition?
by Peter Dale Scott

Statement of Senator Patrick Leahy, Chairman, Senate Judiciary Committee

The two-month silence has been deafening. The media blackout hurts the eyes. On October 10th, two Israelis were arrested inside the Mexican Congress building. They were armed with automatic firearms, hand grenades, and dynamite. One of them is a former Colonel in Israel's military. Both are suspected of being agents for the Mossad, Israel's intelligence agency.

Hello? Tom Brokaw? Peter Jennings? Larry King? Chris Matthews? Anyone at home? Nothing.

The men were later released by the Mexican government under intense pressure from the Israeli Embassy in Mexico City.

It's a mystery that may never be solved. By what whim of fate, design of providence, or scheme of man was former FBI counterterrorism chief John O'Neill at the World Trade Center on September 11th?

O'Neill was promoted to head the FBI's counterterrorism section in 1995 and was involved in every FBI case concerning Osama bin Laden since that time, including the Dharan bombing, the USS Cole incident, and the attacks on the US Embassies in Kenya and Tanzania. O'Neill retired from the Bureau in late August of this year and was on the second day of his job as security chief for the World Trade Center when the planes hit. O'Neill died trying to save others. This is the story of John O'Neill as read in the newspapers and magazines: one hero among dozens, but with a disturbing twist.

But then there is, as Paul Harvey says, "the rest of the story." It hits you like a ton of bricks.

I first read it at Global Research ( O'Neill's retirement from the FBI was not under the happiest circumstances. O'Neill resigned in frustration after his efforts to nail bin Laden were blocked by the US State Department. He revealed his complaints to the authors of Bin Laden: The Hidden Truth, published in Paris in mid-November.

Clearly, it would be a matter of some controversy to have the former head of America's counterterrorism efforts alive on the afternoon of September 11th and talking about how his efforts to have Osama bin Laden prosecuted had been persistently blocked by the same government which was now blaming bin Laden for the attacks.

So, the question is: who arranged that job at the World Trade Center for O'Neill?

Viewers of the December 6th edition of Larry King Live were treated to a peculiar spectacle: Senators Leahy and Hatch engaged in a mild debate over civil liberties issues. There was an irony in the debate, one that was easy to miss. The irony was not that Leahy, a Democrat and Chairman of the Senate Judiciary Committee, had serious concerns with the policies of the current Republican administration; nor that Hatch, ranking Republican and former Chairman of the Judiciary Committee and long time member of the Senate Select Committee on Intelligence, supported the administration. Such was to be expected.

The irony lay in the fact that Hatch, a strong past advocate for the constitution and who, as a member of the Church of Jesus Christ of Latter-day Saints, remembers that his spiritual forebears were driven from this country in the 1840s by government-sanctioned mobs, seemed relatively unconcerned about the drastic measures being taken by the Attorney General; and that Leahy, a recipient of one of the infamous anthrax letters, remained cautious that civil liberties were not violated in the measures that the administration was taking against terrorism.

The Moment of Truth for the US and its Constitution
by Kent Heiner

Since September 11th, what has up to now been a slow erosion of constitutional protections has shifted into high gear. America's loyalty to the constitution is being tested to its breaking point.

Last month, Attorney General John Ashcroft made a unilateral declaration that attorney-client communication is no longer private. In addition, Ashcroft's so-called Justice Department seized the assets and livelihoods of small business owners in neighborhoods not too far from your own because those businesses happened to adjoin facilities suspected of being transfer points for terrorist funds. The business owners were not arrested or charged with any crime. Their inventory and even their shelving was simply loaded into trucks and hauled away.

The Bush Administration has announced that non-citizens now face the possibility of secret military tribunals, in which they may face the death penalty without even having the opportunity to confront their accusers or to see the evidence against them. There will be no jury, no true defense counsel. There will be no announcement of their fate. The government takes them away and that is that. In South America, this is known as "disappearing" someone.

From the December 10 issue of US News And World Report: "In 1866, the supreme court took a strong stand against the use of military justice. 'The Constitution . . .is a law for rulers and people, equally in war and peace, and covers with the shield of its protection all classes of men, at all times, and under all circumstances,' the justices wrote in Ex parte Milligan, a decision that declared military tribunals unlawful as long as civil courts were open."

Who is going to protect you from this administration? The Supreme Court which installed it? Don't count on it. Don't expect much from Congress, either. A mere six weeks ago, the House rolled over and played dead for Ashcroft, passing his anti-terror bill without even giving the House rank and file the chance to read it. After passing the House, this act, cynically titled "USA PATRIOT," was quickly rubber-stamped in the Senate and signed by the President on the third day. The bill, now on the books under color of law, provides for secret searches of private property and states that the evidence collected thereby will be admissible in court. Federal agencies now also have open permission to read your private correspondence, including email and telephone calls. Last week, the Senate invited John Ashcroft to explain himself to the American people. Unrepentant, Ashcroft first played the role of persecuted public servant and then went on the offensive, declaring that complaints about his policies only lend strength to America's enemies.

Mike Ruppert, publisher of From the Wilderness (, has the right word for it all: FASCISM. I have hesitated to say so until now, because one must be cautious with criticism. But now it is plainly the case.

I have had enough of holding back the truth in the name of caution. There is too much at stake. There are four things that I want to make perfectly clear: 1) what is happening now, 2) what will shortly come, 3) where extreme dangers lie, and 4) where I stand.

I ask those of you who do not share my faith not to be offended by my references to it. No one need question my patriotism, because I am an Eagle Scout and proud of it. Neither my education nor my intelligence should be in doubt, because I have a bachelor's degree in international relations and I make my living as a database programmer. What I am about to say is supported by five years of independent post-graduate study and research, so give careful thought to what follows. You can ignore it and burrow your head deep, deep in the sand and chant the mantra of "United We Stand," but you can't dismiss it as the ravings of a fool or an anarchist. If there are any questions about my remarks, I stand ready and eager to back them up.

1. WHAT IS HAPPENING NOW: The Bush Administration is the visible component of an outlaw plutocracy which views constitutional government as an obstacle to its ambitions and for this reason is bent on its overthrow. The lifeblood of this plutocracy is petroleum and narcotics.

Those of you who are Christians may find a parallel in the words of the Apostle John in his description of the Four Horsemen of War, Conquest, Greed and Death. From greed, we hear: "See thou hurt not the oil and the wine" (Rev. 6:6). Those of you who are Latter-day Saints will recall that the admonition to shun recreational drugs was given as a warning against "evils and designs which do and will exist in the hearts of conspiring men in the last days."

As I have previously documented in a lengthy essay, this cabal was largely responsible for the assassination of President Kennedy and was a major force behind US escalation of the Vietnam War. It was seen again during Iran-Contra.

Osama bin Laden and Al Qaeda are used, but not controlled, by this plutocracy. The CIA and State Department have for decades given aid and comfort to terrorist organizations with which the US finds common cause, including elements of Al Qaeda. These terrorist organizations further US foreign policy objectives (for instance, in the Balkans) and are granted de facto immunity from prosecution for their drug trafficking activities. DEA chief Asa Hutchinson is fully aware of such arrangements and manages his agency accordingly, as have his predecessors.

High-level government officials, including Assistant Secretary of Defense Richard Armitage, had prior knowledge of the September 11th attacks, which were allowed to happen in order to set the stage for military intervention in Afghanistan. We are witnessing the resurrection of Vietnam, Watergate, Iran-Contra, and the previous Afghan war, with a vengeance.

2. WHAT WILL SHORTLY COME: The Bush Administration will endeavor to reconstruct the opium networks of the 1980s Afghan War. The CIA and its proprietaries and subcontractors are to manage the opium trade in the new Afghanistan and in the surrounding region, with Southern Air Transport (SAT), Assistant Secretary of Defense Richard Armitage, and Pakistan's ISI playing key roles. Dick Cheney's former company, Halliburton, has a history in the oil-and-heroin industry as well and is likely to win enormous contracts in Central Asia. The Bush Administration, its sponsors, and its allies will race to exploit an opportunity to make hundreds of millions in heroin profits.

Heroin is likely to come to the US aboard airborne or sea-going vessels managed by the CIA, SAT and/or Halliburton as it has in so many past conflicts. There is also the very strong possibility that - in a new twist on an old game - the coming glut of Afghan opium will be marketed in Russia. Despite increased security at America's borders, the price of heroin will drop and availability and purity will increase.

With domestic attention focused on other matters, the stage is already set for looting of our public institutions. Expect banking scandals on the scale of BCCI, Nugan Hand and the S&Ls. We are getting a small taste now with the scandalous stock collapse of Enron, the energy company so closely affiliated with the Bush government, and which until this fall led the industry.

3. WHERE EXTREME DANGERS LIE: Israeli hard-liners are taking great advantage of America's new stance regarding terrorism. Israelis and Palestinians have been dying for many years. But only now is the US too involved in its own anti-terror campaign to protest any measures taken by Israel no matter how extreme, including the bombing of Yassir Arafat's headquarters. On the contrary, the US and Israel together are unequivocally placing the blame for last week's violence on Arafat. The Israeli hawks do not intend to stop their war on the Palestinian Authority until Yassir Arafat is eliminated at the hands of his own people. A recent article by STRATFOR (12.6.01) put it succinctly: "Israelis, Islamists both gunning for Arafat" (see Be prepared for massive destabilization throughout the Middle East as the general population, outraged by American and Israeli aggression, finds itself at odds with governments dependent on American support.

One might wonder whether Israel's notoriously vicious Mossad had any hand in the September 11th attacks, considering how the resulting climate has put the US at odds with much of the Arab world and given Israel a completely free hand in dealing with the Palestinians. Intelligence experts agree that the sophistication of the attacks indicates state sponsorship, and Israel is one of a very short list of nations with possible means and motive. Revelations of Israeli penetration of the US intelligence community and a hand in the September 11th attacks could result in Israel facing a hostile world alone. If this happens, there will be no more talk of peace in the Middle East until the Prince of Peace descends on the Mount of Olives.

If administration hawks are not stopped, America's "War on Terrorism" will continue to expand and ground troops will be dispatched by the tens of thousands. The draft will be reinstated. On a permanent war footing, the Bush administration will continue to violate civil rights in its efforts to silence domestic opposition; oppression and dissent will fuel one another, precipitating a constitutional crisis before the end of President Bush's first term, the likes of which have not been seen since the Civil War. In a state of extreme civil strife, America's hegemony in the international arena will come to an abrupt end and America itself will be vulnerable to foreign invasion.

It doesn't take the apocalyptic mentality of a Christian zealot to see that these dangers are real. Far from it. But many claim additional knowledge of things to come as a result of their faith. I am one of them. How many Latter-day Saints have young men among their family or close acquaintances, of whom it has been prophesied that when they reach missionary age they will be drafted or recalled home from the field to defend the constitution? The time spoken of is now at hand.

I remind my fellow Latter-day Saints of the words of their revered founder and prophet (Joseph Smith, 1805-1844):
"Mobs will not decrease, but will increase until the whole government becomes a mob . . ."
"You will see the Constitution of the United States almost destroyed; it will hang by a thread, as it were . . ."
"The United States will spend its strength and means warring in foreign lands . . ."
"A terrible revolution will take place in the land of America, such as has never been seen before; for the land will be literally left without a supreme government . . ."
To other members of my faith, I say that these prophecies do not justify us in being idle witnesses to the inevitable, but that they demand our vigilance in defending the Constitution and preserving peace and the rule of law so that these things do not happen on our watch. There is no greater duty than the defense of liberty.
The Prophet said that the preservation of the Constitution would depend greatly on the Latter-day Saints. In 2002, the eyes of the world will be on Salt Lake City. Will we rise to the occasion?

4. WHERE I STAND: By now it should be clear that I oppose the Bush Regime and its hidden sponsors in the strongest of terms and that I have no intention of backing down in the face of a repressive political climate. I salute Mike Ruppert, who in the latest issue of From the Wilderness, challenges everyone to stand up and face the music (

Where do you stand? Will you shut your eyes to what is happening to America? How many freedoms are you willing to give up in the name of some short-sighted promise of increased security? Are you willing to give up the Bill of Rights so that the Bush Regime will make all its manufactured bogeymen go away? Remember that once these rights are bartered away, they can only be bought back with our lives - or those of our children.
